According to police, some unidentified persons riding on motorcycles opened fire and killed CID police official Muhammad Khan in Mangupir area. In another incident of target killing, 30-year-old man was shod dead near Qatar More in Orangi Town. The identity of the deceased is not yet known. In Steel Town area, 22-year-old Fida Hussain was killed while resisting a robbery attempt while some unidentified persons shot dead Furniture Market president, Hassan Ali Jaffary, in Ghareebabad area. Meanwhile, police have arrested an alleged target killer, involved in killing more than 30 people, Arshad alias Chota. Police have also recovered two Kalashnikovs from his possession. Police have also arrested an accused Ilyas alias Guddu from Jinnah Hospital area involved in supplying arms to target killers and other criminals. Police have also recovered arms from him.

'Pakistan not taking adequate measures against Haqqani network'

General Martin Dempsey, Chairman of the US Joint Chiefs of Staff said, Pakistan was facing a huge internal challenge that "could have caused it to fail". But he said, "No one believes that a failed Pakistani state would be a good thing for the world, let alone the region" as it "sits in an extraordinarily important geostrategic location in a very challenging part of the world." The American General admitted that "Pakistan is our most complex relationship." But in the same strain said Washington is committed to improve these strained ties. Speaking an event at the National Press Club here, Dempsey said though the relations were complex, "but it s an important relationship." The comments from the US top officials come at a time when the US is negotiating with Pakistan on reopening of ground lines of communication (GLOCs). The General said that the US remained committed to promoting peace in the region in the wake of roughly 44,000 civilian and 14,000 military deaths there since 9/11. "Pakistan is our most complex relationship. I mean, there s softer way to say that. But it s an important relationship. So, you know, I work at it. I work at it a great deal." The Pentagon official said he had met yesterday with the Pakistan s Ambassador Sherry Rehman to talk about some of the issues that "we confront". "There s no question that our ability to achieve the outcomes we have established for ourselves in Afghanistan will be impacted by that border with Pakistan. However I want to remind ourselves, and I remind others, that we have an important relationship with Pakistan because of Pakistan. "So this isn t all about, we need Pakistan because of Afghanistan. I think we need a positive relationship with Pakistan because of Pakistan," Dempsey said. Pakistan, he said, haven t been sitting outside much. "They also haven t been doing enough against the Haqqanis, and I was very clear about that. So this relationship is worth the effort. But we re at in a pretty low point right now," Dempsey said.

Pakistan, Sri Lanka 1st Test starts today

The first Test match between Pakistan and Sri Lanka will start at the Galle International Stadium on Friday (today).  Pakistan captain Misbah-ul-Haq was suspended from the first Test because his team was found guilty of a "serious over-rate offence" during the fifth ODI in Colombo on Monday.  In Misbah’s absence, Mohammad Hafeez will lead the side.  Sri Lanka defeated Pakistan in ODI series by 3-1.

Olympics: PHF names 26 players for training camp

Senior players Wasim Ahmad, Salman Akbar, Shakeel Abbasi, Muhammad Imran and Sohail Abbas are among 26 players named by Pakistan Hockey Federation for the training camp to prepare a team for Olympic 2012. The training camp will begin in Abbottabad from June 26. The backup camp which was held at the Hockey stadium Lahore has been concluded. Coaches Anjum Saeed and Danish Kaleem presented players’ fitness report to PHF after the conclusion of backup camp. According to PHF, 16-member Pakistan squad will be named in the first week of July.

Syria violence kills nearly 170

Clashes in Syria on Thursday killed nearly 170 people, mainly civilians, on the deadliest day since a ceasefire came into force, the Syrian Observatory for Human Rights said. "It s the bloodiest day since the start of the ceasefire (on April 12) and one of the bloodiest since the start of the revolt against the Syrian regime," Observatory director Rami Abdel Rahman told AFP. The day s violence had killed at least 104 civilians, 54 soldiers and 10 rebel fighters, according to the toll compiled by the London-based organisation, based on the reports of activists inside the country. The heaviest losses were in the central region of Homs, where 31 civilians and a rebel fighter died; and in the opposition bastion of Douma, near Damascus, where 30 civilians died. In the southern region of Deraa, 24 civilians -- including two children -- and five rebels were killed. Those killed elsewhere in Syria included a young girl, who died in the northwestern city of Idlib, the Observatory added. More than 15,000 people have been killed since the revolt against Syrian President Bashar al-Assad s regime began in March 2011, according to the Observatory.

Man kills wife during divorce hearing

According to details, the accused, Hazir Zaman was living with his wife before issues arose between them, owing to which his wife left home about two months ago. Later, she filed an application in Mardan Family Court asking for separation. While the court was hearing the case of separation, Hazir Zaman opened fire and killed his wife. Meanwhile, a bullet hit leg of one of the court personnel present there. People present in the court held the accused who was arrested with arms.

Gen. (Retd) Ahmad Shuja Pasha had clearly stated that the Memogate was a real threat to the national security therefore it should be brought to proper conclusion, he added.

Korea assures $ 300m assistance to Pakistan

South Korea has assured Pakistan of its full support on the timely completion of development and social projects amounting $ 300 million.A meeting was held in Economic Affairs Division on June 15, 2012 to review implementation of projects being implemented through Korean assistance. The progress of all development projects being implemented in Pakistan through Korean Assistance were reviewed in the meeting. Similarly the projects, for which Korean Assistance is expected shortly, were also reviewed minutely. Both side expressed satisfaction with regard to Korean Development Assistance for the following projects that includes GEPCO Sub Station for Rural Distribution construction project which is being implemented with Korean assistance to the tune of US$ 45 M. Construction of Malakand Tunnel Project for which a Korean assistance of US$ 78 M is being negotiated, establishment of Center of Excellence in Information Technology at Islamabad which is being implemented under KOICA’s grant assistance of US$ 5 M and National Capacity Building institute for Water Quality Management (PCRWR) for which the government of Korea has committed a grant of US$ 3.0 M.  Apart from Development projects, Korean Assistance for Capacity Building of Pakistani Civil Servants was also reviewed. The Korean Ambassador offered that if Government of Pakistan desired tailor made Capacity Building Courses for its officers, the Republic of Korea will come forward with a helping hand. Similarly, the Korean Ambassador also offered that Korean Development Model can be introduced at university level for the purpose of benefiting the Pakistani development researchers to find good lessons. The meeting was informed that Korean government attaches a great importance to the Government of Pakistan and is desirous to develop strategic economic development relations and in order to formulate country specific development strategy which currently Republic of Korea has with 24 countries of the world, soon a high level Technical Team will visit Pakistan to negotiate the specific possibilities. The meeting was chaired by Dr. Waqar Masood Khan, Secretary, EAD. Choong joo CHOI, Ambassador of the Embassy of Republic of Korea was also present along with his team. Secretary EAD appreciated the Korean assistance and noted with satisfaction that not only the quantum of bilateral cooperation has increased over a short period of time but its scope has also enhanced. Secretary, EAD also appreciated the sincerity of the Government of the Republic of Korea and assured the visiting dignitaries that Pakistan will reciprocate the initiative with matching sincerity and warmth. The meeting ended on a note of thanks from the Secretary, EAD with a common understanding that such review sessions will continue as well.

Netherlands to cut uplift operations in Pakistan

Dutch Ambassador to Pakistan Gajus Scheltema said that Netherlands is cutting short its development operations in Pakistan due to the continuous hostility, uncertainty and financial constraints. Talking to media after addressing an alumni gathering of participants from Nepal, Sri Lanka, Bangladesh and Pakistan he said that Netherlands is taking difficult economic decisions mainly because of the Greek crisis and recession in Europe that forced to cut the development aid and to adopt targeted funding. This is because it has become impossible for Dutch government to continue operations in Pakistan, he added. The Dutch Ambassador said that although it is easier to do business in Pakistan than India but corruption, religious hostility, political uncertainty and bureaucratic red tape, law and order situation were the main reasons that led to the continuous decrease in trade and investment between the two countries. He was of the view that Pakistan has a great potential to become a progressive state but do not realize its potential as it has abundance of resources. He said that in 2010 Netherlands have helped Pakistan Euro 25 million in the shape of humanitarian aid during the floods. He said that there is huge potential in agriculture and dairy sector in Pakistan and Netherlands would like to invest in it. When the Dutch ambassador was asked to comment on the current political scenario of Pakistan he said that it is the internal matter of Pakistan. He was of the view that Netherlands want political stability in Pakistan. He said that politically stabile Pakistan is in the interest of the world. He said that Netherlands would try to complete its development programmes in social and development sector. Earlier the Dutch ambassador while addressing the gathering appreciated the role of Netherlands Organization for International Cooperation in Higher Education for the second time in Pakistan on reducing earthquake vulnerability through generating seismic micro zonation maps using geo information (GIS/Remote sensing). The course was organized in collaboration with the National Centre of Excellence in Geology, University of Peshawar, the Faculty of Geo-Information Science and Earth Observation, University of Twente (ITC-UT) in The Netherlands and the Asian Disaster Preparedness Centre (ADPC) in Bangkok. Dr. Mark van der Meijde and Dr. Harald van der Werff andDoctor Muhammad Asif Khan has informed the participants on the effectiveness of ITC International workshop on earthquake vulnerability reduction at the ceremony.

Afridi's statement surprises cricket fans

Shahid Afridi s sudden announcement that he is contemplating one-day retirement to focus on Twenty20s has caught Pakistan s cricket fraternity by surprise and raised questions about what is happening behind the scenes in the national camp. Afridi took everyone by surprise when, on returning home from Sri Lanka after playing in the one-day series, he said he was thinking about retiring from ODIs and just playing T20 matches. "I will be consulting my elders and seniors and will take a decision in next few days. But definitely If I feel I am not contributing to the team in ODIs I don t want to carry on doing nothing," Afridi told reporters at the airport. "I also personally feel it is time for the selectors to try out more youngsters to prepare for the World Cup," Afridi said. The flamboyant all-rounder, who has already quit Test cricket, said he was disappointed with his performance in the in Sri Lanka. "I thought that Sri Lanka played much better than us and we were not good enough. It is time for us to take more responsibility," he said. Afridi, however, declined to comment when asked about how Misbah-ul-Haq had led the side. "This is not my domain, it is job of board and team management as far as captaincy is concerned so I don t want to comment on it," he said. Cricket experts are viewing Afridi s remarks in different ways with the general feeling being that the 31-year-old who was removed as captain of the one-day side last year after a dispute with the board is not comfortable and happy in the present team set-up. "There is also a chance that Afridi might have sensed that the new coach Dav Whatmore is laying more stress on young players and wants to ease out the seniors slowly," one analyst said. But he pointed out that it is no secret that Afridi was disappointed when removed as captain after leading the side well. "He was disappointed that he was not considered for the Twenty20 captaincy before the Sri Lanka and instead Mohammad Hafeez got appointed."

Federal govt refuses to shift Dr Shakeel

Doctor Shakeel Afridi was awarded life term by the tribal court for providing assistance to USA in the Abbottabad operation in which US marine force killed Al Qaida leader Osama Bin laden last year. The provincial government has submitted its application requesting the federal government that Dr Shakeel might be shifted to Karachi on security reasons as there were some threats of terrorist attack on Peshawar jail. It is pertinent to mention here that Punjab government had also refused to shift Dr Shakeel in Adiala Jail. Now the federal government has also denied for shifting him to Karachi.

While city government officials have raided dozens of cafes looking to clamp down on sheesha smoking in public places, they have made no effort to stop cigarette smoking in public places, casting doubt on their claims that the campaign is about improving public health.

Since May 27, about 50 cafes and restaurants serving sheesha have been raided and many sealed in Shadbagh, Shadman, Gulberg, Township, Jail Road, Barkat Market, Defence and Johar Town. The raiding teams consist of town municipal officers, and officials of the Health, Food and Environmental Protection Departments. Officials say that as many as 200 places across Lahore serve sheesha.

When announcing the campaign earlier last month, city government officials said that their aim was to enforce the Prohibition of Smoking in Public Places Ordinance, which bans all kinds of tobacco smoking in public. They had said that apart from sheesha cafes, they would seek to eliminate cigarette smoking at restaurants and bus stations.

But so far they have targeted only sheesha cafes. On Saturday, the DCO imposed Section 144 on sheesha smoking in public, meaning that the police can now register FIRs and take action against establishments that serve sheesha.

Asked if the raiding teams had checked any restaurants where customers are allowed to smoke, Tariq Zaman, the personal staff officer to the DCO, said that they had not. "No one goes to restaurants and cafes to smoke cigarettes only, but people, particularly teenagers, do go for sheesha. If we are successful in banning sheesha in restaurants, cigarette smoking will be eradicated by default," he said.

He also said stopping cigarette smoking in public was not as important as stopping sheesha smoking, as the latter was more harmful for passive smokers than the former.

Professor Nadeem Rizvi, the head of the chest medicine department at Jinnah Post Graduate Medical Centre in Karachi, said that he had done a study, yet to be published, which showed that sheesha smoke contained more carbon monoxide than cigarette smoke. Passive smokers sitting in a sheesha bar were exposed to three times the concentration of carbon monoxide than passive smokers in a restaurant allowing smoking. Carbon monoxide reduces the blood's capacity to carry oxygen. He said that there was a common saying that smoking a sheesha for an hour was the equivalent of smoking 100 cigarettes, but there was no scientific proof of this.

Cafe owners said that if the city government was really concerned about public health, they would allow customers to smoke sheesha outdoors.

The owners of over a hundred cafes and restaurants met with the DCO last Wednesday, urging him to allow them to open separate sections for sheesha smokers, but Mengal refused to even allow outdoor sections, insisting that they stop serving sheesha altogether, said Malik Naseer, president of the Restaurant and Café Association of Punjab (RCAP). He said they would meet with the DCO again next week.

Naseer said that he believed that the city government's inflexibility would eventually result in cafes and restaurants bribing the police, and government officials, to look the other way while they serve sheesha. "The government is compelling café and restaurant owners to engage in illegal activities," he said.

Zaman, echoing the DCO's public pronouncements on the "social evils" of sheesha, said that cafes were catering to "clients wanting to engage in immoral activities".

"Only two or three cafes across Lahore are serving sheesha for the sake of entertainment. Most places resemble brothels as they provide separate enclosures for teenage couples," he said.

But he added that the department's job was not to act as a moral police. "Hence we do not spare any place serving sheesha," he said.

Many cafes have continued to serve sheesha to their customers despite the ban, particularly at night when there is no prospect of a raid. A café manager in Gulberg said that their sheesha hookahs had been confiscated, but they were still serving sheesha to regular customers. "We hide the sheeshas during inspections and bring them out at night. We cannot close down our businesses," he said.

A coffee shop owner in Gulberg said his sheesha stock was confiscated by officers of the Environment Protection Department about a week ago, but he still allowed customers who brought their own stuff to smoke inside.

"Many customers in the last two weeks have started showing up with their own flavoured tobacco. And our clients usually come late, after dinner. We do not stop them from smoking as long as they order food and drinks," he said.

Sophia, 26, said she visited sheesha cafés two or three times a week and was not even aware of the ban. She said that she last went to a café at around 10pm on Friday night and shared a mint flavoured sheesha with her friends. She said that if the sheesha ban were implemented, she would buy a hookah and start inviting her friends to her house.

Tariq Zaman, who is also the district officer (environment), said that there was no restriction on smoking sheesha at home. "The ban extends to public spaces only. We cannot regulate its purchase and sale," he said. He said that it would take time to enforce the sheesha ban. "It's easy to inspect and seal restaurants and cafes situated in a cluster, like in Allama Iqbal Town, MM Alam Road and Main Market Gulberg. But areas with fewer cafes are not inspected regularly, so it will take time," he said.

Mohsin had an impressive short stint as coach which included Test-series wins over Sri Lanka, Bangladesh and a whitewash of England in the UAE. However, the Pakistan Cricket Board (PCB) decided against appointing him on a full-time basis and, instead, chose Dav Whatmore as the head coach. "The team's progress has suffered immensely," Mohsin told The Pak Sar Zameen. "It pains me to see the players, who had the killer instinct, fighting spirit and motivation, performing in such a way. Whatmore has disturbed the balance and the team combination with flawed selection and decisions.

"I can say with confidence that if I had continued, results would have been better because I know the players. They are not being utilised properly."

Mohsin also launched an attack on those who appointed the foreign coach.

"There are some people who jolted Pakistan's ascent by making the unnecessary change. Such people do not serve the country but only their vested interest. Foreign coaches have never served Pakistan well. Richard Pybus and Bob Woolmer are examples. We won the 1992 World Cup and 2009 World Twenty20 with a local at the helm. The PCB said that Whatmore's a professional coach. A teacher doesn't need time to teach students and should get his job done straight away, just like I did."

'PCB chief was misinformed about me'

The PCB Chairman Zaka Ashraf said that the board repeatedly attempted to contact Mohsin but the former coach never responded. Mohsin, however, said that Ashraf was misinformed and misguided by PCB officials. "Nobody contacted me. There's no issue of communication nowadays. The chairman must take action against these officials."

The Pakistan Cricket Board (PCB) has approved a deficit budget of Rs700 million for the fiscal year 2012-13 in its recent Governing Board (GB) meeting chaired by the board's chairman Zaka Ashraf.

The amount is an improvement on the Rs1.1b deficit budget that was announced last year.

"The amount is a tremendous improvement," a GB member told The Pak Sar Zameen.

A major chunk of the budget has been set aside for infrastructure development. The board had initially planned to spend a lot on administration but the GB members were against that move and asked Ashraf to allot that to development instead.

"There are several stadiums that need renovation. There are academies and high-performance centres that need modification so we believed that infrastructure development should get the major share of the budget and the chairman agreed to that."

The PCB is building two high-performance centres in Karachi and Multan along the same lines as Lahore's National Cricket Academy. It also intends to build a new stadium in Islamabad and Larkana and the addition of a new head office in interior Sindh was also discussed.

The GB members also raised questions over the continued existence of Javed Miandad in the PCB who, despite being paid a hefty amount per month, does not play an active role in the board. Meanwhile, four regions have also been added to Pakistan cricket – nominated by Patron-in-Chief Asif Ali Zardari – which did not please the GB members.

"Dera Murad Bugti, Larkana, Fata and Bahawalpur are now active regions. Bahawalpur is a good inclusion and Fata has tremendous talent but the other two regions have been included on political grounds. The teams of Quetta and Hyderabad don't even have 11 good players."
