In Chicago: Zardari, Obama, Karzai to discuss Taliban peace talks

ISLAMABAD:

Top leaders from Pakistan, Afghanistan and the United States are expected to discuss new measures to expedite the reconciliation process in the war-torn country at crucial talks on the margins of the upcoming Nato summit in Chicago this weekend.

The three capitals are currently discussing the possibility of a 'core group' meeting at the summit level when the presidents of Pakistan, Afghanistan and the US will be in Chicago to attend the historic gathering slated for May 20-21, an official told The Pak Sar Zameen.

The group was formed in early 2011 to coordinate efforts for reaching out to the Taliban. Since then officials from the three countries have held several rounds of talks to work out modalities for holding direct negotiations with the insurgents in Afghanistan.

However, this is going to be for the first time the meeting of the core group will take place at the highest level, added the official.

Speaking on condition of anonymity, the official described the expected meeting among Presidents Asif Ali Zardari, Hamid Karzai and Barack Obama as 'significant', saying the three-way talks will likely involve discussion on new initiatives to seek a peaceful end to the Afghan conflict.

"We have a consistent position that the road to peace in Afghanistan goes through a meaningful reconciliation process," another official pointed out.

"That is why we have stated a number of times that Pakistan is in favour of an Afghan-led, Afghan-owned and Afghan-driven peace process," the official maintained.

It is expected that Islamabad will reiterate this position at the three-way talks with emphasis on having a clear roadmap for the Afghan endgame.

Islamabad believes that the centre of gravity as far as peace negotiations are concerned must be Kabul instead of any other world capital.

This approach comes in direct conflict with the US, which is currently pushing for the Qatar initiative to make peace with the 'reconcilable' Taliban.

Last month, top diplomats from Pakistan, Afghanistan and the US in their talks in Islamabad took a major initiative to encourage insurgents to sit at the negotiating table.

They agreed to launch a new initiative that envisages providing safe passage to Afghan Taliban who are willing to enter the peace process.

The core group will help arrange a safe passage for the Taliban who will travel for peace talks through Pakistan, overseas and also in Afghanistan.

However, the success of the new initiative remains to be seen as many experts believe that previous attempts to lure foot-soldiers of the Afghan Taliban have failed.

Nevertheless, representatives from the three countries described the proposal as a step in the right direction.

US cautious on prospects of supply routes reopening

Posted:

The United States administration is reacting cautiously to the reports of potential reopening of NATO supply routes from Pakistan, in an apparent bid to wait until the agreement on all contentious points is reached between both countries.

The Acting Assistant Secretary of Defence for Public Affairs, George Little, in response to a question at Pentagon Wednesday, said that "our team continues to hold discussions with our Pakistani counterparts on reopening of the supply routes. I don t believe a final decision has been reached by the Pakistanis," he opined.

"That s of course for Pakistan to speak to and they re working through their own process, at this stage, to examine the potential reopening of the GLOC s," he said when asked about the statements made by Pakistani leadership after the Defence Coordination Committee (DCC) meeting on Tuesday.

"These routes, of course, remain important to us and we hope they will reopen," he said while admitting that it was costlier to use the northern distribution network. We are confident that we are able to manage the supplies in and out of Afghanistan. So it s, we do believe that the GLOCs ground supply routes of Pakistan help our logistical support system, it stands to reason. So having both as options, naturally, that s preferable," he emphasised.

When asked who was part of the team, negotiating with Pakistan in Islamabad, he said that "ISAF and other officials had held discussions at different levels with Pakistan over time. Gen. Allen has had discussions with Pakistani counterparts, and other levels, but the Secretary of Defense, Leon Panetta has not had discussions on this issue," he stated.

"We of course have ODRP (Office of the US defense representative in Pakistan) in the embassy. These discussions with Pakistan are ongoing. We ve had officials here from the politics side of the house engaged as well," he maintained while refusing to divulge on the specifics of discussions in Pakistan.

In another briefing at the State Department, spokesperson, Victoria Nuland also believed that the technical discussions with Pakistan on reopening of NATO supply routes were still underway. "There are a number of issues that need to be finished, and we are not done until all of these are tackled," she asserted.

On the stance of Pakistani leadership, she termed these as "positive political statements and signals from the Pakistani leadership but the routes have not yet reopened," she said.

"Pakistan has endorsed the conclusion of negotiations and that is a strong signal for teams involved in the process," she added.

When asked about the urgency before Chicago summit, she agreed that there was an urgency to be able to support Afghanistan from Pakistan. "We would have liked such situation not to have arisen in the first place. If we can get these routes re-opened before Chicago summit, it will send a very strong signal to everybody", she said.

Ms. Nuland, however, refused to answer the question of the US not apologising to Pakistan on Salala attack. "Some issues raised by Pakistan are well-known and it will not be helpful if we discuss these before the end of negotiations," she said when asked whether US is ready to accept Pakistani demands that it will not allow arms to be transported in NATO trucks, will levy new taxes and is demanding outstanding CSF funds worth $2.1 billion before budget.

- Contributed by Awais Saleem, Dunya News correspondent in Washington, DC

Faisal Iqbal, Imran Farhats inclusion in test squad criticized

Posted:

Former chairman of Pakistan Cricket Board (PCB) selection committee Salahuddin (Sallu) has raised question over the selection of Faisal Iqbal and Imran Farhat for inclusion of test squad for Sri Lankan tour.

He said that the appointment of a new captain for the T20 team can be seen as a forward-looking approach but other selections have raised valid questions which potentially negate the progressive nature of these decisions.

Faisal Iqbal, the 30 year-old batsman has been chosen for the Test squad based on his recent domestic performances. He makes a comeback into the Pakistan squad after an absence of almost 2 years. Similarly, Imran Farhat, made his last appearance for Pakistan in the summer of 2010. Their inclusion doesn’t sit well with Sallu who feels that both players have had their chances and the selectors need to look further.

“Even in my time [as part of the selection committee] these players have been utilized a lot already and been given ample opportunities. Both Imran Farhat and Faisal Iqbal have received many chances to impress selectors. It will be better if they [the selectors] bring in more youngsters who can be a part of Pakistan s future. The selectors should have opted for youth over tried and tested failures," Salahuddin told pakpassion.net.

The recent selection announcement has also seen the emergence of three separate keepers for each format - Shakeel Ansar for T20s, Sarfraz Ahmed for ODIs and Adnan Akmal for Tests. However, Sallu felt that there were too many wicketkeepers.

"Sarfraz Ahmed should be in the Twenty20 and ODI format. Look, he is a natural keeper. Among the Akmal brothers, Adnan Akmal is the best. Sometimes they play Umar Akmal as a keeper, which not only results in mistreating Umar but also the keeper he replaces. Sarfraz Ahmed is excellent in my opinion as he uses his feet."

Apart from the introduction of 3 wicketkeepers, some have questioned the exclusion of Umar Akmal from the Test side. Touted as being highly able and talented, Umar Akmal, while considered pleasing to watch, has also received criticism for showing a lack of application with the bat. Sallu, while acknowledging Umar Akmal s immense capabilities was of the same view.

"Umar Akmal is a very talented chap, much like the amount of ability that Shahid Afridi, Imran Nazir or Ahmed Shehzad possess. He is okay for Twenty20 and ODI games however, for Test cricket, you need dedication, concentration and application. He doesn t have the application component as he cannot stay at the wicket. A player in this format must have concentration and application, it is extremely important."

Prior to the squad selection for the Sri Lanka tour, a lot of talk was generated regarding the T20 captaincy role with names such as Shoaib Malik and Shahid Afridi being used apart from Mohammad Hafeez.

Salahuddin Sallu’s personal preference is for the appointment of Shahid Afridi whom he considers as an able captain with good leadership qualities

"There was talk that Shahid Afridi should be given captaincy. Afridi is a player of such caliber, that he was Man of the Match in the T20 World Cup semi final and final, and then in the quarter final match he got 4 wickets.”

“When Younis Khan was not captain anymore, Afridi took over and got that team together in trying circumstances. He had very limited resources and didn t even have a proper team - with that Afridi was able to take the team to the semi final of ICC World Cup. If our batsmen had played sensibly, it could ve been a different outcome. Now, you are not giving this boy the captaincy role? He is recognized all over the world for his performances and is the sole player from Pakistan who has scored 5000 runs and also obtained 300 wickets."

Pakistan will begin the tour of Sri Lanka with a T20 match at the Hambantota stadium, on June 1st 2012. While the tour to Sri Lanka gives an opportunity to many youngsters (such as Rahat Ali, Raza Hasan, etc) to make a mark, Sallu believes that the youngsters need to show skills and determination to stay in the team for a longer period of time

"It s easier to find a place in the team, but harder to maintain your position. The players who can maintain themselves in the team, they are able to reach a status after some time," he concludes.

Law and order: Lahore police to upgrade main pickets, scrap the rest

LAHORE:

The Lahore police has come up with new guidelines for who will be assigned to picket duty and how the city's main pickets are set up, said Capital City Police Officer Aslam Tareen on Wednesday, a day after a shooting at the Babu Sabu Interchange checkpoint in which two constables were killed.

The CCPO said that only police personnel under 30 would be assigned to man pickets as they were fit and active up to that age. They would be provided new weapons, he said.

He said that the city's major police pickets would be modelled on the Thokar Niaz Beg picket, which includes bunkers from where shooters can provide cover to personnel on duty and canopy cover.

The CCPO said that CCTV cameras would be installed at the eight main pickets in Lahore – at Thokar Niaz Beg, Babu Sabu-Sherakot, New Ravi, Old Ravi, Gajju Matta (Bhopatian), Saggian, Mohlanwal and Muhafiz Town – which would be monitored 24 hours a day. They were also considering introducing breaks after every three hours so personnel could stay fresh throughout their shifts. Facilities like washrooms and drinking water coolers would also be set up at these pickets. "The other police pickets in the city will be abolished phase by phase, as they are mainly just a nuisance to traffic," he said.

The CCPO said that the police had made no headway in finding the men who attacked the Babu Sabu picket on Tuesday.

Superintendent of Police (SP) Romail Akram said that 20 snipers from the Quick Response Force had been assigned to work at police posts. He said that no personnel at pickets would be left unarmed. Every policeman would be given at least a pistol, even the ones doing the checking, he said.

He said that every police picket would have 12 to 16 personnel on duty during each shift. He said that the police were currently doing a quick check to ensure all weapons were in proper working order. He said that the pickets would be upgraded in line with the CCPO's vision in around a month.
