ISAF Commander in Pakistan to discuss NATO supply

<p>&nbsp;</p><p>International Security Assistance Force (ISAF) Commander in Afghanistan General John Allen who arrived in Islamabad on Sunday evening has held a meeting with Army Chief General Ashfaq Pervez Kayani in Rawalpindi.</p><p>&nbsp;</p><p>They discussed issues of reopening of NATO supplies and border situation.</p><p>&nbsp;</p><p>Allen is likely to hold talks with other senior Pakistani officials.</p><p>&nbsp;</p><p>Meanwhile, US Secretary of State Hilary Clinton Sunday contacted Pakistan&rsquo;s Prime Minister Raja Pervaiz Ashraf over the telephone and congratulated him on becoming Pakistan&rsquo;s prime minister.</p><p>&nbsp;</p><p>Clinton told the prime minister that she hoped Pak-US relations would improve further during his tenure.</p><p>&nbsp;</p><p>The US Secretary of State added that Pakistan and US were allies in the war against terror. Prime Minister Ashraf informed Hilary Clinton that Pakistan was adamant on rooting out terrorism.</p><p>&nbsp;</p><p>Raja Pervaiz Ashraf also thanked Hilary Clinton on congratulating him on becoming the prime minister.<br />&nbsp;</p>


'Smart bomb' to target cancer cells

<p>&nbsp;</p><p>A cancer &lsquo;smart bomb&rsquo; has been invented by British scientists to boost the potency of drugs against the killer disease.</p><p>&nbsp;</p><p>The tiny device, being developed at the University of Edinburgh, carries minute amounts of the metal palladium encased in a harmless capsule directly to the site of deadly tumours to activate chemical treatments.</p><p>&nbsp;</p><p>Dr Asier Unciti-Broceta, of Edinburgh Cancer Research Centre, said: &ldquo;Palladium is potentially very toxic but it is the most useful catalyst in any chemistry lab. We have developed a &lsquo;ship&rsquo; to carry the palladium but not allow it to be freed to do harm.</p><p>&nbsp;</p><p>&ldquo;Once in place, the palladium is able to trigger the activity of a drug. We can control what it does very, very specifically.&rdquo; The device could bring hope to thousands of cancer victims and spare people the side effects of current chemotherapy ranging from hair loss to &shy;infertility.</p><p>&nbsp;</p><p>Professor Mark Bradley of Edinburgh University, who led the research, published in the journal Nature Protocol, said: &ldquo;This technique should enable powerful drugs to be made directly where they are needed.&rdquo;<br />&nbsp;</p>


Punjab Govt decides to blacklist protesting doctors

<p>&nbsp;</p><p>The Punjab government has decided to suspend protesting doctors and blacklist them for any government job.</p><p>&nbsp;</p><p>According to Punjab Health Department, the name of protesting doctors would be sent to Federal and Punjab Public Service Commission so that they would not be considered for any government job in the future.</p><p>&nbsp;</p><p>The sources said that the names of these doctors will also be provided the embassies of the Gulf States. It was further informed that the names of protesting doctors would also be provided to British College of Physician for criminal record.</p><p>&nbsp;</p><p>The Punjab Health Department has asked the senior doctors the public hospitals to report at 8:00am today (Monday) while Pakistan Army doctors will also perform duties at public hospitals from 8:00am.</p><p>&nbsp;</p><p>Meanwhile, Punjab Public Service Commission has provided a list of 1,000 new doctors who are seeking job to the Punjab Health Department.<br />&nbsp;</p>


Dual nationality case: SC to resume hearing today

<p>&nbsp;</p><p>A three-member bench of the Supreme Court comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Jawad S Khawaja and Justice Khilji Arif will resume hearing of dual nationality case today.</p><p>&nbsp;</p><p>The apex court during previous hearing suspended the National Assembly membership of PPP MNA Zahid Iqbal, after his British nationality was proved while PML-N MNA Malik Jameel Awan confessed to have Dutch nationality.</p><p>&nbsp;</p><p>The Supreme Court has so far suspended membership of Farah Na Ispahani, Rehman Malik, Amna Buttar, Dr Ahmad Ali Shah and Akhlaq Ahmad in dual national case.</p><p>&nbsp;</p><p>A contempt of court proceeding against Attorney General Irfan Qadir and Adviser on Interior Rehman Malik will also be initiated for not implementing court orders in the same case.<br />&nbsp;</p>


Country cannot afford more damages: Hafiz Saeed

Karachi: Target killing claims three more lives

<p>&nbsp;</p><p>According to details, some unidentified persons opened fire and shot dead a man in Sachal area of Karachi. The identity of the deceased is not yet known.</p><p>&nbsp;</p><p>Meanwhile, two men who were shot dead in a firing incident in Karimabad area have been identified as 35-year-old Noor Muhammad and Shakeel s/o Bashir.</p><p>&nbsp;</p><p>The dead bodies have been shifted to Abbasi Shaheed Hospital for autopsy.</p><p>&nbsp;</p><p>At least two people were also wounded in firing incidents in Ghareebabad and Bhitaiabad areas of the city.<br />&nbsp;</p>


Three-day gas shutdown for Punjab industries during July

Sohail Abbas to lead Pakistan Olympic hockey squad

Man in Afghan police uniform kills three NATO personnel

<p>&nbsp;</p><p>A man in an Afghan police uniform has killed three NATO personnel in the war-torn country&nbsp;s troubled south, the coalition said on Sunday, the latest so-called &quot;green on blue&quot; attack.</p><p>&nbsp;</p><p>The deaths take the toll this year in &quot;green-on-blue&quot; incidents -- in which Afghan forces turn their weapons against their Western allies -- to at least 26, in a total of 18 such incidents.</p><p>&nbsp;</p><p>In keeping with its usual policy, NATO&nbsp;s International Security Assistance Force (ISAF) gave no further details of the incident and did not reveal the nationality of the victims.</p><p>&nbsp;</p><p>&quot;An individual wearing an Afghan National Civil Order Police uniform turned his weapon against International Security Assistance Force service members in southern Afghanistan today, killing three service members,&quot; ISAF said in a statement.</p><p>&nbsp;</p><p>The Afghan Civil Order Police was set up in 2006 as an elite riot control force.</p><p>&nbsp;</p><p>The attack comes nearly two weeks after three men in Afghan police uniforms killed a soldier with the US-led force, also in the south.</p><p>&nbsp;</p><p>An increasing number of Afghan troops have turned their weapons against NATO soldiers who are helping Kabul fight a decade-long insurgency by hardline Taliban Islamists.</p><p>&nbsp;</p><p>Some of the assaults are claimed by the Taliban, who say they have infiltrated the ranks of Afghan security forces, but many are attributed to cultural differences and antagonism between the allied forces.</p><p>&nbsp;</p><p>ISAF has taken several security measures in response to the shootings, including assigning &quot;guardian angels&quot; -- soldiers who watch over their comrades as they sleep.</p><p>&nbsp;</p><p>NATO has around 130,000 soldiers fighting alongside some 350,000 Afghan security personnel against the Taliban-led insurgency, but they are due to pull out of the country in 2014.</p><p>&nbsp;</p><p>The Western coalition is to hand over security to local forces by mid-2013 and will play a support role up to the final withdrawal by the end of the following year.<br />&nbsp;</p>


Iraq oil revenues lowest since February 2011

<p>&nbsp;</p><p>Iraq&nbsp;s revenues from oil, which account for the lion&nbsp;s share of the country&nbsp;s income, fell in June to their lowest level in 16 months because of rising local demand, an oil ministry spokesman said on Sunday.</p><p>&nbsp;</p><p>&quot;We exported around 72 million barrels, at a rate of 2.403 million barrels per day (bpd), during June,&quot; spokesman Assem Jihad told AFP.</p><p>&nbsp;</p><p>He put revenues for the month at $6.453 billion, the lowest such figure since February 2011 when the country took in $6.064 billion in oil sales.</p><p>&nbsp;</p><p>&quot;Increasing local needs pushed the ministry to allocate additional quantities of production to the local market,&quot; Jihad said, adding that &quot;the reduction in revenues was linked with a drop in the price of oil.&quot;</p><p>&nbsp;</p><p>Oil prices have dipped dramatically since the start of the year -- after having averaged upwards of $110 per barrel in February, New York&nbsp;s main contract for August delivery closed at $84.96 a barrel on Friday.</p><p>&nbsp;</p><p>Iraq depends on oil sales for the vast majority of government income.</p><p>&nbsp;</p><p>The country currently produces upwards of three million bpd, and Oil Minister Abdelkarim al-Luaybi has said it plans to increase output and exports this year to 3.4 million bpd and 2.6 million bpd respectively.<br />&nbsp;</p>

Environment protection: BRTS contractors issued notice over dust levels




LAHORE: 

The Environment Protection Department has issued a notice to the supervisors and contractors of the Bus Rapid Transit System (BRTS) project for failing to control dust levels and traffic hazards as prescribed in the environmental impact assessment (EIA) report for the project.



The office of the district coordination officer (DCO) has received hundreds of complaints about high dust levels and traffic problems from residents of areas close to the work site on Ferozepur Road, said Tariq Zaman, the DCO's personal staff officer.


"For the last eight months, we have been dusting the house two or three times a day, and it is still never clean. I have to wash my car daily," said Saeed Zaidi, a resident of Nishtar Colony.


"My children used to go to a nearby park to play in the evenings, but they stopped going several months ago because the dust makes it hard to breathe. It is impossible to take a walk around the neighbourhood," he said.


Zaidi said many people from the neighbourhood had damaged their vehicles or fallen from their motorbikes upon encountering an unexpected hole while driving on Ferozepur Road.


"We have registered several complaints with their offices along the site to seal the area and install lights during the night, but no notice has been taken," he said. He added that it was also very noisy at night.


EPD spokesman and EIA director Naseemur Rehman Shah said that DCO Noorul Amin Mengal had met with EPD officers a couple of weeks ago and asked them to check that the contractors were taking measures prescribed in the EIA report. The report stated that workers would sprinkle water at the site to reduce dust levels.


This was not being done and so on June 29, the EPD issued an "advisory notice" to Mazhar Hussain Khan, a director at the Traffic Engineering and Planning Agency (TEPA), which is supervising the BRTS; the project director of the National Logistics Cell (NLC), the contractor for the project; and Azharul Haq, the chief executive officer of IKAN engineering services, a sub contractor.


Shah said that the officials had been told to seal the dug-up areas, as they posed a risk to motorcyclists and cars, particularly at night. They were also told to pump out water from depressions around the construction site to prevent the formation of mosquito breeding grounds, especially in view of the upcoming monsoons. Finally, they were asked to sprinkle water at the site to bring down levels of dust, which is a major air pollutant.


EPD Secretary Saeed Iqbal Wahla said that if these measures were not taken, the department would issue an Environmental Protection Order and the case would be sent to the Punjab Environmental Tribunal for further action.


The DCO had also received several complaints about traffic problems on the road due to the BRTS construction, said Zaman.


He said that the city traffic police had been directed to triple the deployment of wardens along the road and to ensure there is at least one at each intersection.

ISLAMABAD: Pakistan and India on Sunday put up an excellent show in the Asian Cricket Council Under-19s Asia Cup final as the match ended in a draw in Malaysia.


Pakistan piled up a total of 282 runs in its allotted 50 overs for the loss of nine wickets, after India won the toss and put them into bat. Top scorers for the team included opener Sami Aslam, playing a magnificent innings of 134 runs, which included 13 fours and three sixes in 124 balls, while Umar Waheed scored 48 runs followed by Saad Ali's 23.


India's Rush Kalaria was the pick of the bowlers, bagging five wickets for 37 runs, while Sandeep Sharma, Baba Aparajith and Vikas Mishra took a wicket apiece for 56, 49 and 42 runs, respectively.


Chasing Pakistan's sizeable total, India ended one run short of victory, tying the score at the loss of eight wickets in 50 overs.


Captain Unmukt Chand played a great knock of 121 runs in 150 balls with the help of 11 fours followed by another brilliant innings of 90 runs by Baba Aparajith.


Ehsan Adil and Mohammad Nawaz were the leading wicket takers for Pakistan, taking three wickets each for 68 and 45 runs, respectively. Zia-ul-Haq took two wickets giving 53 runs.


Pakistan's Aslam and India's Unmukt Chand (India) were declared players of the match, while Aslam was declated Player and Batsman of the series.


PM congratulates team


Prime Minister Raja Pervaiz Ashraf has congratulated the Pakistan U19 Cricket team, for jointly winning the U19 Asia Cup.


In a message to the team captain and other officials of the Pakistan Cricket Board, the prime minister said that by winning the title the cricket team had brought happiness to the people of Pakistan, hoping that they would continue their hard work to win more laurels for the country.

Hafeez fell for 196 and Azhar was unbeaten on 121 as the tourists moved from their overnight score of 334-1 to 404-2 by lunch on the second day at the Sinhalese Sports Club in Colombo.


Sri Lanka earned a breather when heavy rain ended the morning session 10 minutes early and threatened to further curtail the rest of the day's play.


Pakistan, who lost the first Test in Galle by 209 runs to trail 1-0 in the three-match series, made Sri Lanka pay for their surprising decision to field first after winning the toss.


The second-wicket pair of Hafeez and Azhar toned down their aggressive approach on the second morning to frustrate a rival attack looking for quick wickets to stem the flow of runs.


Their partnership of 287 was the highest on Sri Lankan soil for any wicket, surpassing the 258 by Australians Mike Hussey and Shaun Marsh at Pallekele last year.


Hafeez fell short of a coveted 200 when, after a patient knock that lasted seven hours, he was bowled attempting a wild heave off Rangana Herath to reach the landmark.


The all-rounder hit 20 boundaries and a six.


Azhar, who was on 92 overnight, took an hour to reach his hundred by smashing seamer Nuwan Pradeep to the point fence after being stranded on 99 for 20 agonising minutes.


It was the Lahore batsman's third century and the second in three Tests after making 157 against England in Dubai in February.


Azhar has so far hit seven boundaries. Younis Khan was the other batsman at the crease on 14.

Pakistan secretly permitting lethal NATO supply via air




ISLAMABAD: 

In blatant disregard to foreign policy terms approved by parliament this year, Pakistan has secretly allowed US-led Nato forces to use its airspace for transporting lethal supplies to Afghanistan, official sources revealed.



It is not clear when the permission was granted but it is believed to be a stop gap arrangement between Pakistan and the United States till they finalise a deal on the resumption of vital land routes for foreign forces in Afghanistan.


But the move is likely to spark a strong public backlash in view of parliament's resolutions which state that Pakistan's territory, including its airspace, shall not be used for transportation of arms and ammunition to Afghanistan.


A credible source told The Pak Sar Zameen that the foreign office and the defence ministry were at odds with each other over allowing Nato planes to carry weapons.


The foreign office opposed the decision considering it a violation of parliament's resolutions. However, it eventually started issuing non-objection certificates (NoCs) to such planes after pressure from defense authorities.


According to the rules, the foreign office forwards NoCs to the Pakistan Air Force, which then allows the aircraft to fly over Pakistan.


However, a senior ministry official denied the foreign office had any part in granting such permission. The official said the role of the foreign office was that of a 'post office' in this case and it was the defense ministry and other concerned authorities, which were supposed to determine and grant permission for any planes carrying weapons.


When approached, foreign ministry spokesperson Moazam Ali Khan insisted that all decisions were being taken in line with the resolution of parliament.


"You have to ask this question from the Ministry of Defense," he replied, when asked if Pakistan had permitted Nato to use its air corridor for transportation of weapons.


However, when contacted, the defense ministry threw the ball in the military's court, which also refused to comment over the issue, saying it was the prerogative of the government.


Reluctance from the concerned authorities to publically speak on the subject is thought to be linked to the fact that none of the departments wants to take responsibility of allowing lethal supplies via air.


The US, which has voiced frustration over the continued blockade of land routes, would not speak directly on the controversy.


A US embassy spokesperson refused to confirm or deny the development. "We continue to work with the government of Pakistan to resolve the political questions related to the Lines of Communication through Pakistan to supply US/Nato/Isaf forces in Afghanistan," Mark  Sroh told The Pak Sar Zameen, while dodging questions regarding the supply of weapons through air.


Pakistan and the US are currently negotiating a new agreement to reopen land routes. However, talks are deadlocked over the issue of an apology, which Islamabad has been demanding by the US over last year's Nato cross border raid in Salala that left 24 Pakistani soldiers dead.


Earlier this year, Pakistan confirmed that it allowed Nato planes carrying non-lethal supplies to use its air space. But Islamabad has never publically acknowledged that it also granted permission for transportation of weapons.
