NTDC: Mukhtar refuses to work with ‘suspended’ chief




ISLAMABAD: 

Disagreements within the ministry of water and power came to the fore on Monday as Ahmed Mukhtar asserted that he and (National Transmission and Dispatch Company's managing director) Rasool Khan Mehsud could not hold positions within the same ministry while he remained in charge.



According to media reports, Ahmed Mukhtar had issued orders to suspend Rasool Khan Mehsud after he took over the ministry's charge. However, Mehsud, as yet, has not vacated his post.


While talking to the media on Monday, Mukhtar alleged that Mehsud is using his influence to retain his position. He also indicated that he will leave the ministry if Mehsud was not removed from office soon.


Mukhtar dismissed any shortage of fuel supplies.

YDA to start protests outside hospitals from today

Too much math is tough for scientists: study

<p>&nbsp;</p><p>Artistic types are not the only ones whose eyes glaze over when confronted with too many numbers, according to research out Monday that suggests scientists, too, find lots of equations hard to read.</p><p>&nbsp;</p><p>The study by researchers at the University of Bristol analyzed nearly 650 studies on ecology and evolution published in three leading journals in 1998.</p><p>&nbsp;</p><p>They found that papers with more equations in the text were less likely to be cited in future papers, signaling that scientists may not be paying attention to research that is jammed with mathematical details.</p><p>&nbsp;</p><p>Studies with the most math in them were referenced 50 percent less often than those with little or no math, said the study in the Proceedings of the National Academy of Sciences, a US peer-reviewed journal.</p><p>&nbsp;</p><p>&quot;This is an important issue,&quot; said Tim Fawcett, lead author of the study titled: &quot;Heavy use of equations impedes communication among biologists.&quot;</p><p>&nbsp;</p><p>&quot;Nearly all areas of science rely on close links between mathematical theory and experimental work,&quot; he said.</p><p>&nbsp;</p><p>&quot;If new theories are presented in a way that is off-putting to other scientists, then no one will perform the crucial experiments needed to test those theories. Two Iraq bombings kill 12 people

<p>&nbsp;</p><p>A car bomb south of Baghdad killed eight people and wounded 32 on Monday, while a roadside bomb north of the capital killed four people and wounded seven, security and medical sources said.</p><p>&nbsp;</p><p>The car bomb exploded at about 7:45 pm (1645 GMT) near a football field in Hilla, 95 kilometres (60 miles) south of Baghdad, killing eight people and wounding 32, police Second Lieutenant Ali Jassem and doctor Saad al-Khafaji of Hilla hospital said.</p><p>&nbsp;</p><p>And a roadside bomb killed four people and wounded seven in Baquba, 60 kilometres (37.5 miles) north of Baghdad, according to a police colonel and doctor Ahmed Ibrahim of Baquba General Hospital.</p><p>&nbsp;</p><p>The latest violence brings the number of people killed in attacks in Iraq since June 13 to at least 171 -- more than were killed in attacks in all of May, according to official figures.</p><p>&nbsp;</p><p>On June 13, 72 people were killed and over 250 wounded in attacks across Iraq, which were later claimed by Al-Qaeda&nbsp;s front group, the Islamic State of Iraq (ISI).</p><p>&nbsp;</p><p>Three days later, two car bombs targeted pilgrims in Baghdad, killing 32 people and wounding dozens on the peak day of commemorations for the 799 death of Imam Musa Kadhim, the seventh of 12 revered Shiite imams.</p><p>&nbsp;</p><p>On June 18, a suicide bomber targeted Shiite mourners in Baquba, killing 22 people and wounding dozens more, while shootings and a bombing killed six people in Iraq on June 19,</p><p>&nbsp;</p><p>And on Friday, attacks killed at least 12 people and wounded dozens more.</p><p>&nbsp;</p><p>While violence in Iraq has declined dramatically since its peak in 2006-2007, attacks remain common. A total of 132 Iraqis were killed in violence in May, according to official figures.<br />&nbsp;</p>


Ankara threatens to cut power supplies to Syria

Three police shot dead at Mexico City airport

<p>&nbsp;</p><p>Three federal police officers were shot and killed Monday when they tried to arrest drug trafficking suspects at Mexico City&nbsp;s international airport, officials said.</p><p>&nbsp;</p><p>Airport spokesman Jorge Andres Gomez said the incident took place around 8:50 am (1350 GMT) in the fast-food area of the airport&nbsp;s Terminal 2. The identity and location of the suspects was not immediately clear.</p><p>&nbsp;</p><p>&quot;Finding themselves surrounded,&quot; the alleged traffickers &quot;opened fire with their weapons against the federal police,&quot; the Public Security ministry said in a statement.</p><p>&nbsp;</p><p>Two federal police officers died at the airport while another died of wounds in the hospital, the statement read.</p><p>&nbsp;</p><p>Federal and local police cordoned off the area and used airport signs to cover the food court windows.</p><p>&nbsp;</p><p>People at the busy airport area hit the ground and rushed to hide in the bathrooms when the shooting broke out. At least 14 shots were fired, Milenio TV reported.</p><p>&nbsp;</p><p>Some witnesses said that police officers had fired on their colleagues. Oil prices slide on fears of weaker demand

Dollar rises against euro, British pound

<p>&nbsp;</p><p>The dollar gained value against the euro, the British pound, the Swiss franc and the Canadian dollar on a day when the U.S. stock market reflected deepening worries over Europe&nbsp;s debt crisis. The Dow Jones industrial average fell as much as 183 points in intraday trading after Spain&nbsp;s government formally asked Europe to help it with its struggling banks.</p><p>&nbsp;</p><p>The euro fell to 1.2495 Monday, from $1.2561 Friday. The dollar rose to 0.9610 Swiss franc from 0.9560 Swiss franc. The British pound fell to 1.5563 from $1.5586. The dollar rose to 1.0296 Canadian dollar from $1.0250.</p><p>&nbsp;</p><p>The exception was the Japanese yen, against which the dollar lost more than 1 percent of its value. The dollar fell to 79.68 yen from 80.45 yen. Both the yen and the dollar are considered safer, less-risky investments in tumultuous markets.<br />&nbsp;</p>

River clean-up: Report commissioned on sources of pollution in Ravi

Conservationist Dr Ejaz Ahmed of the World Wide Fund for Nature (WWF) Pakistan will compile a preliminary report on the sources of pollution in the River Ravi for presentation to the Lahore High Court's green bench in two months.



Dr Ahmed was tasked with the job at a two-day meeting of the River Ravi Commission, set up by the LHC to come up with a strategy to clean up the river, over the weekend. The members of the commission spent Saturday inspecting the effluent discharge points and pumping stations along the river. They heard experts from the private sector and then convened for a strategy session on Sunday.


Dr Kausar Abdullah Malik, dean of biotechnology at FC College and the chairman of the commission, asked the Environmental Protection Department (EPD) and the Water and Sanitation Agency (WASA) to prepare administrative and financial proposals for their departments to be able to implement the commission's strategy to restore the river to its natural ecological state.


"WASA would be the implementing agent. They have to supply the water, set up a system of collecting the dirty water and treat it prior to disposal into natural water bodies," said Vaqar Zakaria, director of the Himalayan Wildlife Foundation. "We are talking about a modern WASA, one which looks different to the current WASA," he said.


WASA officials said that they did not have the resources to tackle the problem. EPD officials said that they lacked trained staff. They said that environmental laws "lacked teeth" and did not allow the regulatory action needed for cleaning up fresh water bodies.


Zakaria said finding funding would be the most important element of the strategy to clean up the river. "We need to start fining people who pollute," he said. "To expect the state to clean up the river, while people go on polluting, is not acceptable." He added that the EPD had a regulatory role and "unless the EPD has teeth, it will be hard to move forward".


Both WASA and EPD were asked to prepare reports detailing the finances and institutional changes needed for them to be able to play their roles.


Ahmad Rafay Alam, an environmental lawyer and the commission secretary, said that self-monitoring was currently the only mechanism for the evaluation of industrial sewage discharge. He said that currently only 20 of the 65,000 industrial units in the Punjab were evaluating their effluent discharge and reporting it to the EPD.


He cited a Pakistan Journal of Water Resources 2006 report saying that 48 per cent of the pollution in the Indus is contributed by the Ravi, the smallest of the rivers that merge into the Indus.


Dr Ahmed was tasked with preparing a preliminary study, based on information already available with government agencies and environmental groups, identifying the polluters, the pollutants and the discharge points in the river.


Zakaria said that the WWF would be asked to do another more detailed study, taking up to a year, to look at the impact of the pollutants on the river's ecology.


It was also suggested at the meeting that there be a River Ravi Day to raise public awareness of the importance of keeping the river clean and the negative consequences of sewage and industrial effluents on the ecological life of the Ravi.


Case studies of how other countries in South Asia have tackled environmental cleanups were also discussed. Saima Khawaja, an environment lawyer, gave a presentation earlier on Sunday about the Indian government's attempt to seek public help in financing the cleaning of the Ganges and Kanpur rivers. Architect Kamil Khan Mumtaz brought up a programme in Bhutan to conserve the country's forests. Civil engineer Asim Mehmood and industrialist Nihal Asghar informed the commission about the types of technologies available within Pakistan to treat dirty water.


The commission was set up on April 12 by the Lahore High Court in response to a petition filed by the Public Interest Law Association of Pakistan and the Lahore Conservation Society seeking action to clean up the River Ravi. It will meet again in two to three weeks.
