Spain beat France 2-0, reach Euro 2012 semis

Supplementary budget: Naulatia slams govt for financial indiscipline

LAHORE:

The Punjab Assembly (PA) held the general discussion on the supplementary budget of 2011-2012 on Friday.

The PA resumed its session at 10:30am under Speaker Rana Muhammad Iqbal. PPP's Ehsanul Haq Naulatia, initiating the debate on the supplementary budget, lashed out at the treasury.

The treasury had presented a supplementary budget of Rs57.17 billion for approval by the house. Naulatia said the government had said it had released Rs140 billion out of the Rs220 billion annual development plan (ADP) for fiscal year 2011-2012. He said a Rs57 billion supplementary budget was around 17 per cent of the total ADP. He said no more than 3 or 4 per cent of the total ADP was acceptable as supplementary budget.

He said according to the official configuration of utilisation of supplementary budget, the government had used Rs720 million for the improvement of jails and Rs11 billion for pensions while Rs20 billion had been used for miscellaneous expenditures. He said details of miscellaneous expenditures consist of 42 items.

He said that expenditures in terms of supplementary budget are a violation of the principles laid down in the Punjab Budget Manual, Punjab Financial Handbook No 4.

Naulatia said that the huge supplementary budget showed the government's poor administration. He said the miscellaneous expenditures particularly showed the government's ineffective management of finances.

He said that according to the manual a Rs57 billion supplementary budget is objectionable. He said that after the attacks on KPK Jails, the Punjab government's spending of Rs11 billion on improving security of jails was justifiable under the manual of the book. He said the unexpected and urgent nature of the amount justified this part of the supplementary budget.

He said recovery of receipts was not satisfactory. He said the big supplementary budget will result in serious losses and damage the economy.

He also said government had used more than 80 per cent of the ADP for the fiscal year 2011-2012 on projects in Lahore.

Earlier, PML-Q's Chaudhry Zaheeruddin Khan, while talking on a point of order asked the speaker to take action against PML-N MPA Abdul Razzaq Dhillon over his use of inappropriate language against female members. He said the speaker's decision to suspend the membership of two members, Seemal Kamran and Sheikh Alauddin, was not sufficient and demanded that Dhillon's membership be suspended as well.

The speaker said that he had suspended PML-N MPA Naseem Nasir Khawaja as well for throwing her shoe. Khan said his party had decided on a token boycott of the house for two days.

At the same time, PML-N members demanded PML-Q MPA Samina Khawar Riaz be banned from the house.

The opposition women members including PPP's Sajida Mir and PML-Q MPA Amna Ulfat Dar staged a protest on The Mall and demanded that an FIR be registered against Sheikh Alauddin.

The speaker sent some members to bring them back to the house. Provincial Minister Nadeem Kamran informed the house that both sides had demanded that a committee be formed to investigate the entire matter and fix responsibility. The speaker agreed and gave the ruling for the formation of a committee which would meet in the speaker's chamber.

The speaker adjourned the session on Saturday morning with the announcement that the finance minister would wind up the debate on supplementary budget and a vote would be taken on demands for grants and cut motions in the supplementary budget.

Review: Mere Dard Ko Jo Zuban Miley Episode 1
Jun 23rd 2012, 19:00

Wow what an amazing first episode, it totally scored an ace on my chart. I simply love a play which has so many characters and all of them stand out. The chemistry between the actors is incredible and the beginning was just what the doctor ordered. First Hamsafar, then Durr-e-Shehwar and now I am quite certain that Mere Dard Ko Jo Zuban Miley is going to be the next big thing on Hum Tv. Thank you Hum Tv, for guaranteeing that our Saturday nights will always be special. Do I sound impressed? Well that's because I am. This first episode was a treat to watch and I can't help but praise it to the maximum.

The play has been written by non other than Bushra Ansari, I have to mention here that I thoroughly enjoyed the dialogues. It has been directed by Adnan Ahmed, I am totally sold! And has been produced by Momal Productions.

It would be unjust to say that we were introduced to the characters in today's episode because the manner in which it was done was so impeccable that I felt like I already knew the characters quite well. I will say we were introduced to the story; the characters fit in so well, the needed no introduction. Ahmed Ali (Behroze Sabzwari) lives in Hyderabad along with his wife and two daughters Amna (Sarwat Gillani) and Arfa (Alishba Yousuf). Ahmed runs a small store and his wife Shamim stitches clothes and together they manage the household. Arfa is engaged to her cousin Junaid (Mohib Mirza). Ahmed meets his childhood friend Abdur Rehman (khalid Anam) by chance after a very long time. Rehman and his wife Zakia (Bushra Ansari) who live in Karachi are visiting Hyderabad, pay a visit to Ahmed's house and are shocked to see that Ahmed who belonged to a very rich family , now is barely managing his affairs. Rehman on the other hand is a very successful businessman. Zakia and Rehman have a son Urooj who is Deaf and mute and their life primarily revolves around him. Zakia is very worried about her son's future and decides to ask her sister to marry his daughter with Urooj. Zakia's brother in law would not marry his daughter to Urooj unless Rehman gives him some share of his property. There is more to the story, Rehman's trusted employee is trying to get hands on his money by using illegal means. So, in short Rehman is surrounded by people who are not loyal to him and are greedy. I think we may all know what that will eventually lead to.

This is the story so far, now the reason why I loved today's episode. Firstly I am totally ecstatic to see a comic role in an otherwise serious play, which has not been over-done and played perfectly by Sarwat Gillani. Honestly speaking I was not expecting Sarwat Gillani to fit in this character so perfectly but I am so glad she proved me wrong. For a a change this is a comic character that is definitely cute and makes you laugh…the Bombay bakery cake scene was hilarious….cuteness at its best for sure. It seems like Arfa and Junaid are meant for each other, the chemistry is amazing. When the two old friends, Rehman and Ahmed, meet, it almost seems real, I could literally feel the warmth and happiness, now that is what I call a class-act. The relationship between Rehman and his wife is adorable; I really like how Khalid Anam has been portraying the graceful dad and husband, first in Ahmed Habib Ki Betiyan and now here. The dialogues about how Ahmed used to come to Rehman's house in childhood and find delight in sukhi roti and daal were just wow. Behroze Sabzwari fits perfectly in his role as Ahmed.

So overall this was the best first episode one could wish for, I for one am completely smitten. Let me add that the background music is just as wonderful as rest of the play and the make-up is very well-done. If you want to see a first episode that will instantly click with you and make you wait for the next week, you must give this play a shot. Surely a very happening and engaging episode, a must watch.

1st Test: Pakistan̢۪s Galle reply in tatters

GALLE: Kumar Sangakkara was stranded on 199 even as Sri Lanka took charge of the first cricket Test against Pakistan in Galle yesterday.

The left-hander's monumental nine-hour effort saw the hosts recover from 335 from five in the morning session to post 472 in their first-innings on the second day. Pakistan were tottering at 48 for five in reply at stumps with seamer Nuwan Kulasekara and off-spinner Suraj Randiv both taking two wickets each off successive deliveries.

Kulasekara removed opener Taufeeq Umar and Azhar Ali, while Randiv dismissed skipper Mohammad Hafeez (20) and nightwatchman Saeed Ajmal in gloomy conditions. Asad Shafiq fell to Rangana Herath, leaving veteran Younus Khan unbeaten on 15 with Pakistan still 225 runs away from saving the follow-on.

Celebrating' the double

Sangakkara missed out on his ninth double-century in Test cricket partly due to an error in the scoreboard on the ground which showed him on 194 when his score was actually on 193.

With last man Nuwan Pradeep at the other end, Sangakkara smashed Ajmal for a six and raised his arms in celebrations believing he had reached the coveted double-century.

Teammates, who saw the correct score on television, immediately signalled to Sankgakkara that he still needed one more run. Unable to get a run off the last ball of the over, Sangakkara could only watch from the non-striker's end as Pradeep was bowled by Hafeez for no score in the next over.

Missing 200 'part of game', says Sangakkara

Sangakkara, who was on 182 when the ninth wicket fell, scored all the 17 runs in the last-wicket stand, but found himself agonisingly short of the coveted mark.

"I don't think I can repeat here what I was thinking then," he said. "The ideal thing is to shut your eyes, take a deep breath and try and move on.

"There is nothing really one can do in the circumstances. It's all part of the game. But I would still like to remember this day in a positive way. Today is my father's birthday and making something close to 200 means I won't have to buy him a gift."

Sangakkara already has eight double hundreds in his 29 three-figure knocks in Test cricket.

"The way our bowlers bowled made up for the disappointment of not getting a double. This is not an easy pitch to bat on and I am just happy in the position we are in."

Euro 2012: England ready for the Italian job

KRAKOW:

England will attempt to reach the last-four of a major tournament for the first time in 16 years as they face Italy in the Euro 2012 quarter-final tonight.

The burgeoning confidence within Roy Hodgson's youthful squad is tempered by the knowledge that England have rarely progressed beyond the last-eight of major tournaments, with three quarter-final exits in the past 10 years. But after winning Group D ahead of highly rated France and extending their unbeaten run to five games under Hodgson, England head into tonight's game in Kiev with a mounting sense of belief that they can prolong their stay in the tournament.

"If we can go about the job in the way we're doing at the moment, we'll make a game of it and who knows what will happen," said Hodgson. "It will be another even encounter, another game that will swing either way."

Five on caution for England

A potential headache for Hodgson is that no fewer than five key players are walking a disciplinary tightrope heading into the match. Steven Gerrard, Ashley Cole, Ashley Young, James Milner and Alex Oxlade-Chamberlain are all just one booking away from missing a potential semi-final against Germany.

Prandelli vary of English threat

Meanwhile, Italy coach Cesare Prandelli has been forced to reshuffle his defence following the injury to rugged centre-back Giorgio Chiellini, who is likely to be replaced by Leonardo Bonucci.

Prandelli is wary of an England side which he believes have found the 'right equilibrium' while maintaining the Azzurri have nothing to fear.

"We all know the English character, they never hold anything back but they also have some good creative players," said Prandelli.

First task: Prime Minister Ashraf calls conference on energy crisis

ISLAMABAD: For his first task as the newly-elected Prime Minister, Raja Pervaiz Ashraf has called a conference on the energy crisis faced by the country, Express News reported on Saturday.

Members of the cabinet's energy committee and other concerned authorities will also participate in the meeting.

Earlier, Ashraf was elected the country's 25th prime minister by the parliament on Friday, taking over from Yousaf Raza Gilani who was disqualified by the Supreme Court.

The prime minister is accused of receiving kickbacks in the rental power projects as well as in buying property in London from money earned through corruption in various scams for which he is currently defending himself in the Supreme Court.
