Rulers are busy in looting national exchequer: Shahbaz

<p>&nbsp;</p><p>Punjab Chief Minister, Muhammad Shahbaz Sharif has said that the nations progress with visionary leadership and continuous struggle and Pakistan needs the same leadership today who can put the country on the road to progress.</p><p>&nbsp;</p><p>He expressed these views during meeting with young entrepreneurs here on Wednesday.</p><p>&nbsp;</p><p>Shahbaz Sharif said that the country is passing through difficult times of its history but the rulers are busy in looting national exchequer.</p><p>&nbsp;</p><p>He said that if we did not mend our ways, no one would come to our rescue. He said that we have to march forward by relying on our own resources and by the dint of hard work and honesty.</p><p>&nbsp;</p><p>The Chief Minister said that Pakistan is passing through a critical phase and is facing serious problems like terrorism, energy, poverty and unemployment. He said that the gulf between the poor and the rich had increased during the tenure of civil and military governments in last 64 years.</p><p>&nbsp;</p><p>He said that corruption has been present to some extent during the tenure of all governments but the corruption during the last four years is unprecedented. He said that electricity loadshedding has made the life of the people miserable and people are becoming jobless due to closure of industries.</p><p>&nbsp;</p><p>He said that terrorism has shaken the foundations of the country and it cannot make progress without elimination of menace of terrorism and maintenance of peace.</p><p>&nbsp;</p><p>He said that Turkey and South Korea have been facing problems like Pakistan. He said that Japan and Germany were ruined after Second World War but due to hard work these nations restored their lost status and achieved the destinations of development rapidly. He said that China has become the second big economic power of the world. He said that China is a sincere friend of Pakistan but trade of Pakistan with China as compared to India is negligible. It is need of the hour that trade with China should be enhanced, he added.</p><p>&nbsp;</p><p>The Chief Minister said that the future of Pakistan is linked with information technology and Punjab government has taken solid steps for promotion of IT in the province. He said that setting up of E-government and IT technology has been promoted in various government departments. He said that a campus of Technology University has also been set up in the Arfa Karim Software Technology.<br />&nbsp;</p>


SC to hear memo case today

<p>&nbsp;</p><p>A nine-member larger bench of the Supreme Court will resume hearing of memo case today. Former Pakistan ambassador to US, Husain Haqqani will not appear before the apex court as he is under treatment abroad.</p><p>&nbsp;</p><p>During previous hearing of the case, the Memo Commission, constituted by the country&rsquo;s highest court had submitted its report, establishing that the memorandum was authentic and had found Haqqani guilty of authoring the memo.</p><p>&nbsp;</p><p>The nine-member bench of the SC will start proceeding of the case today in the light of Memo Commission report.<br />&nbsp;</p>


Faisalabad: Power looms workers end long march

<p><br /><br />Hundreds of power looms workers started their long march from Faisalabad towards Chief Minister Punjab&rsquo;s tent office in Lahore on the call of Labour Qaumi Movement.<br />The workers were of the view that their salaries have not been raised despite government&rsquo;s announcement. The power looms owners accepted the demands of workers and announced 29 percent increase in their salaries. The protesting workers called off protest after acceptance of their demands and ended long march at the Khariyanwala Chowk.<br />&nbsp;</p>


Bosnians bury more Srebrenica massacre victims

<p>&nbsp;</p><p>Another 520 victims of the Srebrenica massacre were buried in Bosnia on Wednesday (July 11), marking the 17th anniversary of the atrocity, for which accused mastermind Ratko Mladic is now standing trial.</p><p>&nbsp;</p><p>Under a scorching sun, thousands of Bosnian Muslims prayed with open palms as rows of coffins draped in green cloth were passed overhead through the crowd and interred in the Potocari memorial centre in eastern Bosnia.</p><p>&nbsp;</p><p>The ceremony, a yearly ritual, brings the number of Srebrenica victims identified and buried to 5,657.</p><p>&nbsp;</p><p>It was marred by whistling and booing when foreign and local dignitaries arrived, reflecting anger over a ruling that thousands of Muslim refugees from Srebrenica, who no longer live there, cannot vote in the town&nbsp;s local election in October, meaning control will likely pass to Serbs.</p><p>&nbsp;</p><p>The remains of an estimated 2,400 victims are still to be identified or dug up from the mass graves they were dumped in by Mladic&nbsp;s Bosnian Serb forces as they swept into a town designated by the United Nations as a safe haven in the maelstrom of war.</p><p>&nbsp;</p><p>&quot;The brutality of what took place here can never be forgotten not just in our generation, but also for all time&quot; said New York Rabbi Arthur Schneier, a Holocaust survivor and the first non-Muslim cleric to address the annual ceremony.</p><p>&nbsp;</p><p>Mladic, the 70-year-old former general of Bosnian Serb forces, was arrested in May last year, after he was found hiding in a village in northern Serbia.</p><p>&nbsp;</p><p>U.N. prosecutors opened their case against him on Monday at the U.N. war crimes tribunal in The Hague, where he faces a string of charges including genocide for the Srebrenica massacre of 8,000 Muslim men and boys and the 43-month siege of the Bosnian capital Sarajevo, which killed more than ten thousand people.</p><p>&nbsp;</p><p>The trial comes as little compensation to the families of his victims. Dzemila Omerovic, whose husband was killed in the conflict says she thinks Mladic will be acquitted.</p><p>&nbsp;</p><p>&quot;They (The Hague War Crimes Court) will acquit Karadzic now, they are only killing us again with this. This court shouldn&nbsp;t have been established in the first place. Injustice hurts more than killing. PCB recalls Kamran Akmal, Razzaq for T20 World Cup

Amir Khan gets back WBA crown ahead of Garcia fight

<p>&nbsp;</p><p>Britain&nbsp;s Amir Khan will walk into the ring as a world champion Saturday after the World Boxing Association told him on Wednesday that he has been reinstated to the light-welterweight throne.</p><p>&nbsp;</p><p>Khan will meet unbeaten American Danny Garcia, the reigning World Boxing Council champion, on Saturday to unify the crowns in a showdown that was booked after a planned Khan rematch against Lamont Peterson was called off.</p><p>&nbsp;</p><p>Peterson defeated Khan last December in a controversial split decision where the Englishman had two points deducted by referee Joe Cooper for shoving, lost points that cost Khan the decision and two world titles.</p><p>&nbsp;</p><p>A rematch was planned but scuttled when Peterson tested positive for abnormally high levels of testosterone and later admitted he had been taking testosterone treatments.</p><p>&nbsp;</p><p>Khan pushed to have the result stricken and his titles reinstated. Voeckler wins Tour de France 10th stage

FIFA names Havelange, Teixeira in kickbacks case

<p>&nbsp;</p><p>Former FIFA president Joao Havelange and one-time Brazilian football leader Ricardo Teixeira received millions of dollars in a World Cup kickbacks scandal, football&nbsp;s world governing body confirmed on Wednesday.</p><p>&nbsp;</p><p>FIFA finally published a Swiss court dossier which detailed that Teixeira received at least 12.74 million Swiss francs (now $13 million) from 1992-97 in payments from World Cup marketing partner ISL. The Swiss-based agency&nbsp;s collapse into bankruptcy in 2001 sparked a criminal probe and exposed the routine practice of buying influence from top sports officials.</p><p>&nbsp;</p><p>The 41-page document showed Havelange received a payment of 1.5 million Swiss francs (then about $1 million) in 1997, one year before he was succeeded as FIFA president by Sepp Blatter.</p><p>&nbsp;</p><p>Payments &quot;attributed&quot; to accounts connected to the two Brazilians totaled almost 22 million Swiss francs from 1992-2000.</p><p>&nbsp;</p><p>The scale of kickbacks tied to World Cup broadcasting and marketing deals was revealed in a report by a prosecutor in the Swiss canton (state) of Zug who investigated Havelange and Teixeira for &quot;embezzlement, or alternatively disloyal management.&quot;</p><p>&nbsp;</p><p>The document had been blocked from publication since June 2010, soon after prosecutors, FIFA and two of the most powerful men in world football reached a settlement deal to close the criminal investigation.</p><p>&nbsp;</p><p>FIFA, Havelange and Teixeira repaid 5.5 million Swiss francs (then $6.1 million) to end prosecutor Thomas Hildbrand&nbsp;s probe on condition that their identities remain secret.</p><p>&nbsp;</p><p>Teixeira, who repaid 2.5 million Swiss francs, denied criminal conduct. Havelange, who paid 500,000 Swiss francs, &quot;did not comment on the accusation of criminal conduct,&quot; the report said.</p><p>&nbsp;</p><p>Before agreeing to repay 2.5 million Swiss francs, FIFA made its &quot;consent conditional&quot; upon dropping proceedings against its former president and then-serving member of its executive committee, the report showed.</p><p>&nbsp;</p><p>FIFA released the document hours after Switzerland&nbsp;s Supreme Court threw out an appeal by Havelange and Teixeira to suppress the dossier, and announced its ruling that media organizations should receive details of the ISL case.</p><p>&nbsp;</p><p>&quot;FIFA is pleased that the ISL non-prosecution order can now be made public,&quot; football&nbsp;s world governing body said in a statement.<br />&nbsp;</p>


Hubble telescope spots fifth moon near Pluto

<p>&nbsp;</p><p>The irregular-shaped moon, nicknamed S/2012 for now, is about six to 15 miles (10 to 24 kilometres) across, the US space agency said.</p><p>&nbsp;</p><p>Last year, astronomers reported finding the fourth moon around the icy dwarf planet some three billion miles away.</p><p>&nbsp;</p><p>&quot;The moons form a series of neatly nested orbits, a bit like Russian dolls,&quot; said Mark Showalter of the SETI Institute in Mountain View, California.</p><p>&nbsp;</p><p>Pluto&nbsp;s largest moon, Charon, is 648 miles across. The other two, Nix and Hydra, are between 20 and 70 miles in diameter, NASA said.</p><p>&nbsp;</p><p>Hubble -- a potent space telescope that has transformed the field of astronomy since it was first launched in 1990 -- discovered Nix and Hydra in 2005. Astronomers at the US Naval Observatory glimpsed Charon in 1978.</p><p>&nbsp;</p><p>Pluto, once known as the ninth planet from the Sun, was declassified as a full-fledged planet in August 2006 and joined the new category, dwarf planet.</p><p>&nbsp;</p><p>At about 1,430 miles wide, it is about two-thirds the size of the moon and has a mass less than one percent of the Earth&nbsp;s.<br />&nbsp;</p>


Oil prices bounce back above $86

<p>&nbsp;</p><p>Hopes that the Federal Reserve will signal potential steps to boost a slowing U.S. economy have helped the price of oil rise more than 2 percent on Wednesday.</p><p>&nbsp;</p><p>China also reported strong auto sales for last month, and the U.S. said crude supplies declined last week by a much larger amount than what analysts expected.</p><p>&nbsp;</p><p>Benchmark U.S. crude rose by $2.05, or 2.4 percent, to $85.96 per barrel in afternoon trading in New York. Brent crude, which helps set the price of imported oil, increased by $1.96, or 2 percent, to $99.93 per barrel in London.</p><p>&nbsp;</p><p>The Fed is expected to release the minutes of a June meeting where it decided to extend a bond-buying program through the end of the year. Independent oil analyst Andrew Lipow said investors are betting the minutes will provide new details about what steps the Fed would take to stimulate the economy if it keeps slowing down.</p><p>&nbsp;</p><p>Prices began to rise early in the day after China&nbsp;s auto industry said sales jumped 9 percent in June despite a slowing economy. China has quickly become the world&nbsp;s biggest market for new vehicles, leading some cities to limit new registrations in hopes of controlling traffic congestion. Those limits drove customers to showrooms last month to buy cars ahead of any restrictions.</p><p>&nbsp;</p><p>In the U.S., the government said oil supplies fell last week by 4.7 million barrels triple the decline expected by analysts as refineries cranked up production of gasoline and other refined fuels. Average oil demand also increased slightly last week.</p><p>&nbsp;</p><p>Meanwhile, the Organization of Petroleum Exporting Countries reported that world supplies fell last month by about 100,000 barrels per day, in part because of a large drop in production in Iran. Iranian oil production has suffered as Europe and the U.S. work to limit its exports and force the country to scale back its nuclear program. Western nations fear Iran is building a weapon; Iran denies the claim.</p><p>&nbsp;</p><p>In other futures trading, heating oil added 3 cents to $2.75 per gallon while gasoline futures rose by 1.76 cents to $2.7645 per gallon. Natural gas increased by 6.2 cents to $2.799 per 1,000 cubic feet.<br />&nbsp;</p>


Euro hits 2-year low vs dollar after Fed minutes

<p>&nbsp;</p><p>The euro plummeted to a two-year low against the dollar Wednesday after minutes from the Federal Reserve&nbsp;s last meeting suggested that policymakers are not considering any immediate plans for more bond purchases to help the economy.</p><p>&nbsp;</p><p>The euro sank as low as $1.2211 after the minutes were released, its lowest point against the dollar since July 1, 2010. By late Wednesday, the euro was trading at $1.2228. It was worth $1.2254 late Tuesday.</p><p>&nbsp;</p><p>According to the minutes, several Fed policymakers said during their June meeting that they would consider more stimulus, but only if the economy worsens. Traders interpreted that to mean that the Fed won&nbsp;t announce any bond buying next month.</p><p>&nbsp;</p><p>The Fed has launched two rounds of bond purchases, most recently in August 2010, to lower long-term interest rates and make stocks more attractive to investors.</p><p>&nbsp;</p><p>Lower interest rates can weigh on a currency by reducing the returns investors get from holding it. With a third round of bond-buying off the table for now, traders bought dollars.</p><p>&nbsp;</p><p>Europe&nbsp;s debt crisis is also weighed on the euro. The euro has fallen about 6 percent so far this year against the dollar as the region&nbsp;s financial crisis spread to Spain. Boris Schlossberg, a currency strategist at BK Asset Management, said the euro could fall as low as $1.20 by the end of the month if more isn&nbsp;t done to ease Europe&nbsp;s debt crisis.</p><p>&nbsp;</p><p>The dollar strengthened against most other currencies. The British pound fell to $1.5493 from $1.5509.</p><p>&nbsp;</p><p>The dollar rose to 79.67 Japanese yen from 79.45 Japanese yen and to 0.9822 Swiss franc from 0.9801 Swiss franc.</p><p>&nbsp;</p><p>The dollar fell to 1.0211 Canadian dollar from 1.0227 Canadian dollar.<br />&nbsp;</p>


Faisalabad: Power loom workers march towards Lahore

<p>&nbsp;</p><p>Power loom workers in Faisalabad carrying batons started protesting on the roads against non implementation of announcement of increase in salaries.</p><p>&nbsp;</p><p>Workers rally were taken out in different areas of Faisalabad on the appeal of Labour Qaumi Movement.&nbsp;The workers staged sit-ins on different points including Jhang Road, Lakar Mandi, Faizabad, Ghulam Muhammad Abad and Jaranwala Road.&nbsp;The protesters said that their salaries were not increased despite the announcement.</p><p>&nbsp;</p><p>They shouted slogans against the Punjab government and said that the district management had bowed down to the factory owners while the workers were deprived of their right.</p><p>&nbsp;</p><p>The workers laid siege to the government offices in Faisalabad and after failure of talks with the district government they started long march towards Lahore.</p><p>&nbsp;</p><p>The protesting workers said that they will stage sit-in at Minar-e-Pakistan in front of Chief Minster&rsquo;s tent office for the acceptance of their demand.<br />&nbsp;</p>


New provinces: Presidential reference sent to NA

<p><br />In the session of National Assembly, Deputy Speaker said that President Asif Ali Zardari has sent reference for constitution of a commission to look into issues related to creation of South Punjab province and revival of the previous status of Bahawalpur.</p><p><br />In a message to Speaker National Assembly, he said six-members should be nominated by the Speaker of the National Assembly&sbquo; six by the Chairman Senate and two by Speaker of the Punjab Assembly.</p><p><br />The commission would submit its recommendations to the government within 30 days regarding boundary of new provinces, seat adjustment of national and provincial seats on population basis, representation in Senate and seats for minorities.</p><p><br />In the light of recommendations of the commission, special amendments would be introduced in the constitution.</p><p><br />The MQM while appreciating the presidential message has demanded that the commission should also consider about formation of Hazara Province.</p>


Nick of time: With PM̢۪s reply due in court, contempt bill sails through Senate




ISLAMABAD: 

The stage is set for a dramatic hearing today.



Hours before a potentially decisive hearing of the National Reconciliation Ordinance (NRO) implementation case, the government bulldozed the controversial contempt of court amendment bill through the Senate on Wednesday.


With the bill already having been passed by the National Assembly, it now only needs the president's signature to officially become law – a move that is expected at any time.


The bill will provide immunity from contempt proceedings to high office holders, including the prime minister, president, chief ministers, federal and provincial ministers as well as governors. The move is key given that Prime Minister Raja Pervaiz Ashraf's reply is due today on whether he would be following the court directives on writing a letter to Swiss authorities to reopen graft cases against President Asif Ali Zardari and his late wife, former prime minister Benazir Bhutto.  The cases had been closed earlier under the controversial NRO, which was struck down by the court as void ab initio in 2009.


Premier Ashraf's predecessor, Yousaf Raza Gilani, was disqualified and unseated from prime ministership after being found in contempt because of his refusal to comply with these orders. Many predicted a similar fate for his successor – a fear that is seen to be the cause of the rush to pass the new contempt law.


The Supreme Court will take up the case today with a five-member larger bench, constituted last week, hearing the matter. At the last hearing on June 27, a three-member bench headed by Justice Nasirul Mulk, stated in its written order: "… the new prime minister was elected last week and we trust him that he will honour the direction given by this court. In the meantime we direct the attorney general of Pakistan (Irfan Qadir) to seek instructions from the prime minister and inform the court on the next date of hearing (July 12)".


The larger bench will be headed by Justice Asif Saeed Khosa and comprise Justice Ejaz Afzal Khan, Justice Ejaz Ahmed Chaudhry, Justice Gulzar Ahmed and Justice Muhammad Ather Saeed.


Senate proceedings


The bill, presented by Law Minister Farooq Naek, wasn't passed without plenty of dissent in the Senate. Not only did the opposition protest vociferously and boycott the session, there was rumblings of dissent by the Pakistan Peoples Party (PPP)'s own: most notably Senator Aitzaz Ahsan, the ruling party's legal eagle and the counsel for the prime minister in the National Reconciliation Ordinance (NRO) implementation case.


"The government should review the draft of the bill as the law has been made in haste and could be harmful for the government," said Senator Aitzaz during the Senate proceedings. "The proposed law is giving immunity to the president and the prime minister; but we must not forget that the situation will change when the party will be sitting in the opposition."


However, Aitzaz also hastened to laud the gist of the bill, saying that it balances the power of the judiciary.


The opposition, on the other hand, was not in two minds. While taking part in the general debate, Leader of the Opposition Ishaq Dar said that the bill was mala fide, and amounts to lowering the prestige of parliament. He demanded that the bill should be withdrawn immediately otherwise the opposition will take "appropriate action" to ensure that the bill doesn't stay on the statute books even if it becomes an act.


Pakistan Muslim Legaue-Nawaz (PML-N)'s Raja Zafarul Haq said his party strongly opposes the bill and awaits its annulment by the court. The bill has already been challenged in the Supreme Court for being contradictory to the Constitution.


The law minister defended the government's move, saying "the bill is not against the judiciary and parliament has full right to legislate under the Constitution." Naek, however, welcomed the opposition's criticism, terming it the 'beauty of democracy'.
