Govt proposes 0.6 m tons urea import

Posted:

The Federal government has proposed to import 0.6 million tons urea in next financial year starting from July 1, 2012 as energy situation is still not satisfactory indicating need of continuous import of urea, say sources.

A target of 4,174 thousand nutrient tones off take is projected for year 2012-13 to achieve the crop production target.

According to an official familiar with the development told Online Sunday that the country has ample stock of urea for the Kharif Season whereas the Committee for Review of Urea Situation in the end of August would take the decision whether urea will be imported for Rabi season or not.

Pakistan has sufficient capacity for urea production. However due to energy crisis, less supply of gas was available to the urea plants resulting in underutilization of plant capacity and less production. To fill the supply demand gap about 1.5 million tones of urea was imported during 2011-12.

The price of urea in international market was almost two times that in Pakistan because of provision of heavy subsidy. Subsidy on imported urea was around Rs 51 billion in 2011-12. Almost an equal amount was calculated on subsidized gas supplies to fertilizer manufacturing plant in that period.

On overall basis, the fertilizer off take in 2011-12 was 4.1 per cent less as compared to 2010-11 achievements and 7.5 per cent less against target.

Climate disasters mar poverty reduction steps: ADB

Posted:

The Asian Development Bank (ADB) reported that the rising incidences, severity of climate –related disasters are affecting progress to eradicate poverty and other development gains in the Asia and the Pacific region.

These empirical findings point to the urgent need for action by national and local governments and communities to strengthen their preparation and resilience to natural disasters, improve adaptive capacities, and implement climate mitigation measures. To achieve this, disaster management needs to be viewed not as a cost, but as a necessary investment for saving lives and livelihoods, reducing disaster threats to critical infrastructure, and promoting sustainable and inclusive development.

Recent devastating floods and storms in Asia and the Pacific—notably in the Philippines, Thailand, India, Pakistan and Australia—have vividly highlighted how severe and frequent climate-related natural disasters are wreaking havoc on lives, livelihoods and property. The increased frequency of intense floods and storms has been observed amid the specter of climate change. Confronting the many development and policy challenges of climate impacts is an immediate concern and not one for the distant future.

The ADB is organizing a one day confronting the Rising Threat of Climate Disasters programme on June28, 2012 in Philippines which will go a long way to address the rising challenges and risks from climate-related natural disasters.

The panel of experts will discuss the increasingly pressing issues of post-disaster compensation in reconstruction and recovery, needed pre-disaster investments in risk reduction, as well as innovative disaster finance measures being discussed in the wider development community.
